Sport City is proud to introduce its first ever Youth Summer Basketball League! 
This is a recreational level league and will focus on instruction and development of its players while in a fun and energetic environment. Sport City will divide players onto teams as evenly as possible using a player questionnaire that is sent after registering. For your child to have the best experience possible please answer the player questionnaire honestly. In order to keep the integrity of our league to the highest level possible NO request will be guaranteed and no team registration will be offered.
Season runs from June 9 - August 8. Season consists of one (1) practice per week (June 9 - August 6). Practice days will be Tuesday, Wednesday, and Thursday evenings for one (1) hour periods on half of a court. Games will be played Saturday mornings/afternoons (June 20 - August 8, excludes July 4 and July 25). Practice and game times are based on coaching availability and registration numbers for the league.

If you are interested in coaching please email mazen@soccercityutah.com. All coaches will be required to pass a background check through Protect Youth Sports. Coaches meeting is scheduled for June 6, time TBD. All verified coaches will be encouraged to attend. Meeting will serve as a “welcome”. Topics include; Practice times being dispersed, speak on rules/policies/expectations, meet league staff, answer any questions or concerns.
WE NEED VOLUNTEER COACHES! We rely on the dedication and commitment of our volunteer coaches that willingly give their time to the youth in our league. Volunteer coaches will be responsible for team communication with parents and players, attending practices and games, teaching the fundamentals of the game, as well as ensuring that all players and parents assigned to them are following league policies and procedures. Although some experience is preferred for our volunteer coaches it is not a requirement.
All coaches will have access to practice equipment, receive a coach’s shirt to wear for league games, receive a complimentary team picture from Lifetouch Photography, and receive concessions credit for each game.

Youth Basketball Rules

Summer 2020

UHSAA Rules will be used with the following exceptions

5U & 7U Specific Rules:

·      Gameplay will consist of four (4) six (6) minute quarters.

·      Game will have a running clock and will stop during timeouts and on shooting fouls.

·      Each team will receive three (3) timeouts. All timeouts will be 30 seconds.

·      Full court press is not permitted and teams will not change goals during the game. The ball will be given to the home team to begin the game. This group may not hold the ball as a “freeze” strategy. Players must cross the half-court line and attempt to play.

·      Defense must be played inside the 3- point arc.

·      Goal will be set to 8’.

·      5u & 7u will use a 27.5” ball.

·      Coaches are permitted to be on the floor with their team during the game but coaches cannot interfere with gameplay. Coaches must stay either on the sidelines or baselines. Coaches being in the way of a live ball can cause a turnover.

·      During free throw situations the play will be live. This is to teach the players where to line up and how free throw situations are treated.

·      Overtime for 5u & 7u will be sudden death. No time will be kept. The first team to score wins.

League Play:

·      All age groups, unless specified otherwise, will play four (4) eight (8) minute quarters.

·      All age groups will be played with a running clock. The clock will stop during foul shots when the shooter receives the ball, timeouts, at the official’s request, and upon each whistle during the last two (2) minutes of the 2nd and 4th quarter.

·      Each team will receive three (3) timeouts; All timeouts will be 30 seconds.

·      If a coach calls a timeout for substitution of players the entire duration of the timeout may still be used by the opposing coach if wanted.

·      There will be a five (5) minute warm-up before each game and a three (3) minute halftime between each game.

·      In the result of a tie at the end of regulation a one (1) minute overtime period will occur. If the score remains tied, another one (1) minute period will be given. If the game exceeds double overtime, then the game will be sudden death and the first team to score will be the winner. One (1) timeout will be given at the first overtime period and any timeouts leftover from the regulation play will carry over. The clock will stop on every whistle in overtime periods.

·      Players, officials, and 2 coaches ONLY on the court and bench area. IT IS THE RESPONSIBILITY OF THE COACH TO MAKE SURE FANS ACT IN A POSITIVE MANNER.

·      BASKETBALLS are not to be used around the court except during warm-ups and halftime.

·      Coaches are responsible for their players and fans.

·      Two (2) technical fouls in a game will result in suspension from that game and potentially the next game depending on the severity of the technical fouls.

·      Hanging on the net or rim is not allowed and will result in a technical foul.

·      Any slapping of the backboard or grabbing of the net that alters a shot will be ruled a goaltend.

·      Players must wait till the ball hits the rim on free throw situations before entering the lane.

·      9u may not press and will change goals at half time. 11u & 13u may press the last four (4) minutes of each half and will change goals at half time.

·      In 9u & 11u if a team leads by twenty (20) points they MUST stay in the paint on defense. In 13u if a team leads by twenty (20) points they CANNOT press or fast break.

·      When not pressing, the defense must wait for the ball to cross the half-court line. The defense must start behind the half-court line. 9u must start defense at the volleyball line.

·      All players must go to the scorer’s table before entering the game. Including a team that only has 4 players. The 5th player must be allowed in by officials at the scorer’s table during a dead ball.

·      Teams must clean the bench area after their games and practices.

·      All players MUST play at least one (1) uninterrupted quarter of each game. Failure to do so will result in a forfeit.

·      In 9u when a player is in the paint for more than 5 seconds on defense it will be ruled a violation and the opposing team will receive possession of the ball.

·      5u & 7u will use a 27.5” game ball. 9u & 11u will use a 28.5” game ball. 13u will use a 29.5”

·      9u goal will be set at 9’. 11u & 13u will be set at 10’.

·      To begin the game in 5u, 7u and 9u the ball will be given to the home team. 11u & 13u will begin the game with a jump ball.

Technical Fouls:

·      Technical fouls are a judgment call by the officials; it will not be debated or overturned during the game. Coaches receiving a technical foul must stay seated to coach the rest of the game. An assistant coach may not take the place of a head coach. Assistant coaches must stay seated throughout the game. Players may not stand during play while on the bench.

·      An unsportsmanlike technical foul will be given when a player, coach, spectator or parent exhibits a lack of self-control. The following list is an example only and is not a complete list: cursing, slamming the ball, arguing with the officials, showing disgust with the officials, intentionally fouling with the intent to harm, hanging on/grabbing the goal or slapping the backboard, showing disrespect to another player, coach, or referee, and racial remarks. Any of these infractions could warrant an ejection in addition to a technical foul.

·      A player or coach receiving 2 technical fouls for unsportsmanlike conduct will be ejected from the game and may be required to sit out the next game. If a player or coach is ejected from two (2) games, they may be suspended for the rest of the season. If a coach is ejected from the game, they MUST leave the facility. If a player is ejected, they MUST sit on the bench or he/she may be asked to go to the stands or leave the facility. If a technical foul is called on a team due to a parent or spectator’s conduct that person or persons will be asked to leave the facility.

Depending on the severity of a situation or incident a player or coach may be suspended after only one technical foul. Each incident will be reviewed by Sport City’s Disciplinary Committee and handled accordingly. THE COMMITTEE HAS THE RIGHT TO SUSPEND, DISMISS OR EXTEND PUNISHMENT DUE TO THE SEVERITY OF AN OFFENCE.

Rosters:

·      Registration is taken within a specific time frame and only special situations will be allowed for registrations taken after the cutoff date and late registration period.

·      All players must be registered and paid with Sport City. Rosters should not exceed 10 players without the Director’s approval.

·      If a player plays without being registered, the game will be a forfeit. If a coach knowingly plays an illegal player, they may be suspended from the league.

·      Players cannot be added or change teams without the Director’s approval.

·      Teams may play a game with 4 players. Any less than 4 players will be a forfeit.

Team Selection Process:

·      Teams will be determined by Sport City for all age groups. Any coach’s child will be placed on the team coached by their parent unless specified otherwise. Siblings will be placed on the same team unless specified otherwise. All other players will be divided evenly amongst teams based on the skill level determined by a questionnaire sent out after registering.

Fans:

·      We expect fans to conduct themselves in a way that will provide a positive experience for everyone. Remember, this is an instructional league. Our first priority is the safety of those in our league followed by everyone having an enjoyable experience.

·      Any coach, parent, spectator or official causing controversy within the league through actions, words or deeds may result in suspension or dismissal from the league, possible forfeiture of the game and escorted from the facility.

 

Fighting:

·      Any player, coach, or spectator who fights before, during or after a game or practice may receive a suspension from league play or dismiss from the league.

Treatment of Referees:

Sport City requires all players, coaches, and parents to treat game officials with respect and kindness. We continue to see our referee numbers diminish due to mistreatment. We cannot continue to maintain a quality league with such mistreatment. Immediate steps are being taken against those found to have been involved in referee abuse or assault in any way. Please assist your friends in the game, on the bench or in the bleachers, via your own example, to treat all referees, regardless of experience or talent, with respect and kindness. The longer we keep referees, the more experienced they become and the more capable they are of doing a great job. We will not tolerate referee abuse! Any type of abuse will result in ejection from the game and facility. Serious suspensions will be imposed towards the individual or team for any such action. If you witness referee mistreatment in any degree, by anyone at all, please send an email to info@soccercityutah.com with the game, date, time, teams and a brief description. Our disciplinary committee will investigate. In addition, referees are not required to give any player, coach or parent their name nor is Sport City required to release that information. Such request will be deemed as a variation of referee mistreatment and will not be tolerated. We appreciate your cooperation.
