- There will be 2 sessions consisting of 8 games each. The below policies apply whether you register online or in person at the facility.
- Session 1 runs October 25th - December 28th, 2024. (Registration Deadline: October 21st, 2024 or until league is full)
- Session 2 runs January 2nd - March 31st, 2025 (Registration Deadline: December 24th, 2024 or until league is full).
- All teams must be paid in full by the Registration deadline to be put in the league. Any teams not paid in full will be taken out of the league.
- We will accommodate ONLY ONE tournament request. Any others cannot be guaranteed. Teams playing in an out-of-town tournament are required to forward their tournament acceptance email to leagues@sportcityutah.com by December 24, 2024. Any requests made after this date will not be guaranteed. If the request is not emailed, it will not be valid. All requests must include exact team name as register in our league, the league registered in, the name of the tournament and the dates of the tournament. We only guarantee one tournament requests if the team is playing. We do not guarantee tournament requests where players from the team are out of town playing with another team or the coach is out of town with a different team. An assistant coach or parent may fill in for a coach out of town. If your team doesn't forward the tournament acceptance email until after the schedule is posted, we charge a $50 reschedule fee if we are able to reschedule. Due to the limited field and court space and the leagues being full, we cannot guarantee to reschedule.
- If you provide us with two tournaments, we will choose one to be your guaranteed tournament. Sport City allows a team to have guest players or a different team the same age or one year younger to play in place of a team if there is a conflict. So long as those players have an online waiver completed and added to the roster. Due to the number of times teams play against each other and how it affects the opponents and overall schedule, Sport City does not guarantee to switch teams on multiple games when coaches collaborate on a game change. Please do not contact other clubs, coaches or managers requesting to make changes.
- Sport City sometimes verifies if the team is registered in the requested tournament when the tournament posts the accepted teams or the schedule on their website. Any team that deceives Sport City with a doctored email will be required to pay a $75 fine and may have a game rescheduled over the requested weekend and be suspended from registering a team in the future.
- Any tournament requests after the deadline and after the schedule is posted require a $50 reschedule fee. We will look at the schedule to see if we have an open space to reschedule the game. However, due to the limited field and court space, we do not guarantee we will be able to reschedule the game. If we are unable to reschedule the game, we will refund the $50 reschedule fee. However, the team will still be required to pay the $35 forfeit fee if they do not have a team at the game. Teams can invite guest players or another team the same age or younger to play in their place so long as that team pays the referee fee. This will avoid the forfeit fee.
- If your teams is playing in an outdoor game on October 25th or October 26th, you must send an email to Leagues@sportcityutah.com by October 21st with a screen shot of your UYSA outdoor game schedule for us to ensure your game time at Sport City doesn't conflict. If the screen shot is not emailed, it will not be valid. We only guarantee to accommodate one outdoor game conflict on the first weekend. Any requests made after this date will not be guaranteed. If we are able to move the game to a different time the same day, there will be a $30 reschedule fee.
- Due to the schedule already being posted, we will no longer be able to accommodate outdoor game conflicts in March. We encourage you to use your allotted UYSA reschedules if your games are scheduled at the same time.
- Due to the complexities of scheduling more than 100 registered teams we are unable to guarantee other request such as ODP, Fall break, Spring break, High school Prom, local tournament events, etc.
- Due to Boys High School Varsity and JV soccer leagues needing to finish by the end of February, we are unable to guarantee any tournament requests for High school varsity and JV leagues. This doesn't apply to Session 1 (November, December league). However, we will do our best to accommodate one tournament and may give a double header another week. Boys High School Varsity and JV soccer leagues will be played in January & February and All Girls Varsity & JV games will be played in February & March due to the Boys league needing to finish before high school tryouts. We only accommodate to finish JV and Varsity high school division games by the end of February. This doesn't apply to any other league.
- NO GAMES will be rescheduled due to Forfeits. All Forfeited teams must pay a $37 forfeit fee before their next game. If the fee is not paid, Sport City reserves the right to remove the team from the league.
- If you have more than 1 team in the same division, they will play each other. Due to teams registering late, reschedules, tournaments, etc, teams may play against other teams more than once and not play other teams in the league. Our leagues are for training and developmental purposes for outdoor only. Please use the games schedule as an opportunity for development regardless of the opponent.
- We reserve the right to combine age groups, divisions, and leagues if needed without notice. We also reserve the right to divide the league into divisions if needed without notice. If an age group is combined, the rules for the oldest age group will apply. If a team registers in the wrong league, we do not guarantee to redo the schedule. Due to the complexity of scheduling which affects multiple leagues, rescheduling leagues is very difficult. It is your responsibility to make sure you register in the correct league. There is a $200 reschedule fee for any league reschedules depending on whether we are able to redo the leagues.
- We reserve the right to remove a team from the league if the team registered in the wrong division based on age and/or skill level and the correct division is full and not accepting more teams.
- We reserve the right to reschedule week day youth games when adult games conflict. The team will be notified in this situation. We do our best to schedule games so that games won't conflict but due adult leagues ending and starting in the middle of the youth session, we may have conflicting games.
- Age groups 10 and younger are not allowed to register and play in age divisions 2 years older.
- If you have multiple teams, we cannot guarantee the game times. We will accommodate if the teams are in the same league besides JV and Varsity leagues, but unfortunately, it makes it very difficult to put together a schedule where all coaches who have multiple teams don't have any coaching conflicts. You can have an assistant coach or parent assist when there is a conflict. Since we need two older teams playing the early or late games, ensuring teams don't have conflicting game times in the same league does not apply to JV and Varsity leagues.
- Your team manager or coach is responsible to have all parents/legal guardian of players complete a waiver. Once the team is registered, the person who registered the team will need to click on "My Teams" on the left side of their profile, then the team name, and then invite members with their first and last name, email and phone number. Each team is required to print their roster using print screen and provide it to the referee before each game. Failure to provide a roster will result in your team not being placed on the schedule or forfeited games already scheduled.
- Team fees are non-refundable nor transferable. By registering your team, you agree that your team is registered in the division you chose that is suitable to your age and skill level. If the skill level of your team is such that you are losing all your games and you feel it is best to not continue to play, you may email leagues@sportcityutah.com and we will remove the team from the league for games later than one week so your team will avoid forfeit and/or referee fees. No refunds will be given.
- Referee fees are Not included in your registration costs. You must pay $16 in cash to the Referees prior to each game starting. Teams are not allowed to ask referees to sign something confirming payment. Teams are not entitled to a discount or refund if there is only one referee. Referees sometimes have situations come up where they fall sick before their scheduled games, have emergency situations, etc. When situations arise, Sport City tries to find replacements as soon as possible but due to various schedules and availability, games are sometimes played with only one referee.

- All training times must be paid for before the first date of training.
- There will be no refunds for canceled training times.
- We do not guarantee to accommodate practice schedules at other facilities. It is very difficult to put a schedule together for more than 100 teams and accommodate every teams practice schedule.
- Teams are allowed to play in no more than two age year older divisions. Older teams cannot register into younger leagues. We reserve the right to remove a team from the league if the team registered in the wrong division based on age and/or skill level. No refunds will be given.
- If we need to combine the 2015 and 2014 divisions based on teams signed up, we will refund all 2016 teams registered up in the 2015 division.
- Games may be scheduled any day of the week besides Sunday. Weekday games start as early as 3:30 PM and may end as late as 10 PM. Start and end times are based on the leagues. High school varsity and High school JV are selected first to play the 3:30 pm games regardless where your team lives.
- Friday games may end as late as 10:45 PM.
- Saturday games start as early as 7 AM and may end as late as 10:45 PM.
- All youth Futsal, 2014 and younger, games on the small courts start on Saturday mornings and go until late morning or early to mid afternoon due to the set up for the courts with the small goals.
- Games may be scheduled in daytime hours during Thanksgiving break, Christmas break, New Year's Eve, Martin Luther King weekend, MLK Day, Presidents weekend and Presidents Day.
- It is your responsibility to check your schedule on a regular basis to verify game times, days and any possible changes. You can check your schedule at https://sportcityutah.com/youth-schedules-indoor-futsal/
- DO NOT take a screenshot or picture of your schedule.
- Sport City cannot control weather related events such as snow, ice and road closures. If a team is unable to make a scheduled game due to weather related events, the team may ask Sport City to reschedule the game with a $50 reschedule fee. Sport City will only reschedule the game if there is an available time during the session to reschedule the game to. Otherwise, the game will be marked as 3-0 to the team in attendance or 0-0 if no team is in attendance.
- All rules will stay relevant to age groups for both sessions except for the heading rule.
- HEADING: 2013 and younger CANNOT head the ball in Session 1 and in Session 2.
- Game ball for 2013 and older is size 4 futsal; Game ball for 2014 and younger is size 3 futsal.
- If the coach or team manager is disrespectful to Sport City staff regarding the above policies, we will send all disrespectful correspondence to the team club leadership and to the parents of the players on the team.
- I agree that Sport City is allowed to remove my team from the league if I engage in any disagreement regarding the above policies after I register the team. I agree that Sport City may retain $200 of the registration cost, $150 for each game played and refund the remaining amount.
- By registering a team it is understood the I am the manager or coach of said team registered, I have read and agree to follow the "rules & policies" posted by Sport City, and I agree to be responsible for this team, and its team fees.

General Rules
Duration: Each game consists of 20 minute halves with a 45 second half time.
Teams may call one 30 second timeout per game (when in possession of ball on a dead ball or when the goalkeeper has the ball in his/her hands).
There is no overtime, injury time or stoppage time.
Teams are comprised of four outfield players and one goalkeeper.
The goalkeeper must wear a different color jersey than the outfield players.
There is no offsides in futsal.
Substitutions
All substitutions are on the fly, this includes goalkeeping substitutions. Referees will not stop play for goalkeeping substitutions. A substitute may not enter the pitch until the player leaving the pitch leaves through the substitution zone in front of his teams’ bench. Any substitute who enters the pitch before the player being replaced has completely left the field of play may be shown a yellow card. All substitutions must take place through the substitution zone in front of his teams’ bench -- not at the half-way line.
Both teams will stay at their current bench at halftime due to only having a 45 second half time break, ensuring that all substitutions take place in the defensive half. Teams will not switch sides.
Restarts
Kickoffs:
A goal may not be scored directly against the opponents from the kick-off. The ball is in play when it is kicked and clearly moves. Tapped balls are not in play – the ball must move.
Kick-ins: are indirect. The ball must be placed stationary on the line and the kick must be taken within 4 seconds. (A kick-in that goes directly in the opposing goal is a goal clearance for the opposing team. A Kick-in that goes directly in the defensive goal is a corner kick of the opposing team.) If the kick-in does not enter the pitch or if the kick is not taken within 4 seconds the kick-in is taken by the opposing team. If the ball isn't placed stationary at first before the kick in is taken, the kick-in is taken by the opposing team.
Goal Clearances: are taken when the ball wholly crosses the goal line and not under the crossbar and between the goalposts and after being touched last by the attacking team. The ball is thrown or released from any point within the penalty area by the goalkeeper of the defending team. The ball is in play when it is thrown or released and clearly moves. The ball must be put into play within four seconds of the team being ready to put the ball into play or the referee signalling that the team is ready to put it into play. Opponents must be outside the penalty area until the ball is in play. Goal keepers may not throw the ball over the half way line in age groups younger than JV. If the ball is thrown over the halfway line, an Indirect free kick will be awarded to the opposing team at the location the ball crossed over the line.
Corner Kicks: are direct. The ball must be placed directly on the corner arc and the kick must be taken within 4 seconds. If the kick is not taken within 4 seconds the restart becomes a goal clearance for the opposing team.
Free Kicks: may be indirect or direct. The ball must be stationary before the kick may be taken.
Penalty Kicks: are taken from the penalty spot and must be taken by a clearly identified kicker. Defenders may not be nearer to the ball than 16 feet and even or behind the ball when the kick is taken.
Fouls and Misconduct
Indirect Free Kicks: When a player plays in a dangerous manner, impedes an opponent, prevents the goalkeeper from releasing the ball with her hands, goalkeeper takes more than 4 seconds to release the ball when in possession in his own half, plays the ball again within his own half after releasing the ball and the ball doesn’t touch an opponent or has gone out of play, or commits any offense for which play is stopped to caution or eject a player.
Direct Free Kicks: When a player kicks an opponent, tackles an opponent, trips an opponent, jumps at an opponent, charges an opponent, strikes an opponent, pushes an opponent, holds an opponent, spits at an opponent or handles the ball deliberately.
Yellow Card / Caution: The offending player is shown a yellow card. If a player is shown two yellow cards in a match, he is shown a red card.
Red Card / send-off: The offending team plays with one less player for two full game minutes or unless scored upon before the two-minute penalty expires. The offending player serves a minimum one-match suspension.
Accumulated Fouls: All direct free kick fouls are recorded on the scoresheet and on the scoreboard. If one team accumulates 6 or more direct free kick fouls in one half, the opposing team will take a direct free kick without a wall. If the foul occurs farther from the attacking goal than the second penalty spot, the Direct Free Kick Without a Wall is taken from the second penalty spot. If the foul occurs nearer to the attacking goal than the second penalty spot (but outside the penalty area, of course), the attacking team may choose whether to take the Direct Free Kick Without a Wall from the second penalty spot or from the spot of the foul. All Direct Free Kicks Without a Wall must be kicked with the intention of scoring a goal by a clearly identified kicker. The defending team may not make a wall and may not be nearer to the ball than 16 feet and even or behind the ball when the kick is taken. The goalkeeper may be off the goal-line but may not be nearer than 16 feet from the ball. Accumulated fouls are reset to zero at the beginning of the second half and carry over into extra-time if being played.
Second Penalty Spot: 30 feet from goal-line and the center of the goal
Penalty Spot: 20 feet from goal-line and the center of the goal and placed at the top of the penalty area line.
Advantage: Advantage is applied in Futsal. Direct free kick foul will count as accumulated fouls if advantage is applied even if play is not stopped by the referees. If the referee gestures with both arms, the foul was a direct free kick foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and will not count as an accumulated foul.
The Goalkeeper
- Must wear a different color shirt.
- He/She may wear long pants and/or other padding as deemed safe by the match referee.
- May receive a kick-in directly.
- May kick the ball directly over the half-way line.
- May score directly with his/her feet during the run of play.
- May not possess the ball for more than four seconds in his/her own half.
- May not throw the ball directly across the half-way line. If the goalkeeper throws the ball directly over the halfway line, an indirect free kick is awarded to the opposing team, to be taken from the place where the ball crossed the halfway line. The philosophy behind this limitation is to promote creative futsal and encourage technical development. This does not apply to JV and Varsity games.
- May not score a goal by using the hands (cannot throw or hit the ball directly into the goal)
- Cannot touch the ball again in any way within his own half after releasing the ball into play unless an opponent has touched it or it has gone out of play.
